Process Safety Manager

ROLE

Process safety engineer is Work closely with HSES Manager AP by providing expertise input on process, engineering and risk assessment methodology (e.g. Qualitative or Quantitative tools) to support development of overall regional SHE programs.

RESPONSIBILITIES / ACCOUNTABILITIES:

  • Provide training and hand-on coaching through leading and/or facilitating the process risk assessment (PRA) with site team and project team to build up process safety network and enhance process safety competency for the region .

  • Conduct compliance audit to sites on process safety management, either as a dedicated process safety audit or as joint SHE management audit with other SHE professional. Identify the common process safety issue across the sites and development improvement plan.

  • Ensure the consistent implementation of our company process safety programs , procedures and guidelines at AP. Assist in implementing our company corporate safety programs and initiatives.

  • Routinely review Process Safety incidents happened in region to ensure they are properly classified and investigated, and monitor the implementation of corrective actions.

  • Assist facilities in region to follow-up on action items from the PS and FM audits .

  • Build and implement a systematic PSM communication program in AP to foster continuous improvements and learning's as well as exchange experience.

  • Create and manage an automated set of safety tools and tracking systems , for programs such as, MOC, incident investigation, annual safety plan, etc., and help implement them across the AP organization.

  • Provide process safety consulting support and recommend optimal solutions to the engineering, project, operation in execution of process safety requirements and to ensure compliance with corporate process safety standards and local regulation requirement .

  • Assist corporate PSM to develop process safety management strategy with improvement on process safety standard, tools, programs, training and work processes in a systematic approach, facilitate the implementation of process safety management (PSM) system in the region.

REQUIREMENTS – EDUCATION, EXPERIENCE, SKILLS:

Educational background

  • Bachelor's degree or above with major in Chemical Engineering or other Industrial Engineering

Experience

  • Minimum 8 years working experience as process safety engineer or relevant HSES experience in Chemical industry

Language Skills:

  • Good communication skills in Mandarin and English

Technical Competencies ( detailed specification ):

  • Preferable that candidate has solid chemical engineering background and good understanding on chemical processes, with some years of practical experience on process safety management for some chemical projects.

  • Working experience with risk management concepts, including classification from consequence and frequency estimates, risk-based decision making and cost-benefit analysis.

  • Experience in participating in and leading project safety reviews (including PHAs using the HAZOP, What-If and Checklist methodologies); able to incorporate human factors and facility siting considerations a plus.

  • Familiar with process safety management systems, including change management and other elements of the OSHA PSM standard.

  • Working familiarity with the technical aspects of process safety – P&IDs, interlocks (SIS), emergency relief systems, fire/explosion suppression systems, quantified risk assessment.

  • Familiar to firefighting system design and management is preferred.

  • Strong skills of analysis and logical thinking are plus

  • Good in Computer skills, MS Word, Excel, PPT etc.
