Summary : The HSE Manager is responsible for providing strategic and tactical leadership in the development and implementation of the facility’s Health, Safety, Environmental, VPP and RC14001 Responsible Care programs and initiatives in order to ensure compliance with applicable laws, regulations and corporate and industry standards consistent with Lubrizol’s Corporate Philosophy, and Health, Safety, Environmental and Security policy.
This position requires an experienced professional with training and education in the HSE field. This position is responsible for managing, developing, and implementing programs and initiatives for health, safety and environmental compliance including management system programs. This individual has experience managing the subject matter as both an individual contributor and as a leader within the facility’s HSE Department. This person will manage personnel (exempt and non-exempt) and will provide the leadership necessary to support the facility management team and site staff members to achieve the over-arching goals of regulatory compliance and continuous improvement in health, safety and environmental programs.
This is a highly visible position requiring significant interaction with all levels of the facility organization as well as with the Corporate EHS&S function. HSE specialization and management experience are required. The HSE Manager is a staff position reporting to the Facility Manager.
Responsibilities of the HSE Manager include:
Facilitate the development and implementation through line management of health, safety and environmental programs and initiatives in support of the facility’s compliance programs, RC14001 Management System, Voluntary Protection Program and facility and corporate goals.
Ensure compliance with applicable laws and regulations, and company policies and standards.
Identify, prioritize, develop, and implement HSE Department activities to ensure that it is supporting and contributing to the goals and objectives of the facility and the overall HSE function.
Manage resources (personnel and/or expense) across the HSE department to ensure resources are assigned appropriately and that priorities are being addressed.
Provide the leadership to the HSE staff to support an enriching work environment with job assignments and experiences that provide for professional growth and development.
Represent Lubrizol externally within the community and participate as a member on external committees such as the. Local Emergency Planning Commission (LEPC).
Work successfully with all levels of plant and corporate employees and management.
Establish effective relationships with external customers including regulatory agency representatives
Provide leadership and support for the Emergency Response Organization (ERO)
Extensive knowledge of Health, Safety and Environmental compliance requirements, including EPA, OSHA, DOT, and NFPA.
Lead and participate on site HSES audit teams.
Other duties as assigned.
Required qualifications, experience and/or skills for the HSE Manager include:
Bachelor degree in science, engineering, occupational health or related major from an accredited University is required
Five or more years of progressively increasing responsibility in a chemical facility is required
HSE experience in both individual contributor and leadership roles is required.
Strong organizational skills
Strong verbal and written communication skills
Ability to work independently and lead in a team environment
Ability to collaborate effectively with internal and external customers in a professional manner
Experience with successfully engaging and establishing successful relationships with external agencies i.e. EPA/OSHA at the local and federal levels
Preferred qualifications, experience and/or skills for the HSE Manager include:
Specific expertise with the State of Ohio environmental regulations is considered a plus
Experience managing a HSE program at a VPP Star work site
Experience managing a HSE program at a Responsible Care Management System certified work site
Working Conditions for the HSE Manager include:
Work is performed within a controlled environment; noise levels in some areas require hearing protection.
Must be willing/able to work in a plant environment.
Must be able/willing to be exposed to inclement weather while moving throughout the plant during the work day as required.
Ability to wear all required PPE.
